The in camera noise reduction only affects exposure that that 1 second and longer. It doesn't affect if the exposure is 0.9 sec or less. Page 208 of the Canon 7D v2 manual. It does it by taking a second exposure to measure the noise and read the differences between the 2 frames to save only one frame - most of the noise.

I have no experience with Neat Image, but Noise Ninja is not great because it needs a Canon 7D profile and NN has not been updating in a long time. They are concentrating on Photo Ninja as an alternative to Lightroom w/o the DAM.
