Sadly, this is a sign of a soon to be replaced tube - no ignition at the lower voltages (i.e. reduced power).
To make this sure, swap the tube from a 250 to the 500 and see if it will fire better now. Make also sure that you attach the thin conducting wire to the metal lash (opposite of the legs)
