Is This a Juvenile Peregrine Falcon?

Went to La Jola this afternoon to see the seals and sea lions, and to photograph the Brown Pelicans.  Just as we were leaving, I spotted this guy on the parapet of a building.  I think it is a young Peregrine Falcon, but never having seen one in the wild, I am not sure.  Can anyone help me with a definite identification please?
