What I like most about this is its immediacy and completeness of self-explanation: "This is how pavement markings are removed; it is night work so as not to delay traffic. This is the tool, and here is the truck."

Paired with text the photo could be an equal (or senior) partner in explanation of a road project, or in a feature on labor.

Yes.  I should have been more clear.  I don't think there is a need  for text; only that the picture would be a strong component if it were used as part of a print media story.

In fact (and this may come as a surprise from someone as verbose as I am), I generally prefer images without texts or titles or captions or whatever. If I ever create a real photo book, it will have images only on the pages (any caption or explanation should be separate, in the back part of the book maybe). My experience is that whenever text and image are combined, in our society there is a general tendancy to first consider the text and only then look at the image. And by then the view has become biased by the words.
