This time of the winter should be fairly safe. Any birds that haven't migrated by now are not going to be doing so this year. Either they're non-migratory to begin with or they've chosen not to this year. These issues tend to be most important during the fall when migratory birds are generally supposed to begin migration.

Best thing is really to ask the local chapter of the Audubon Society or other bird related organization as they'd know all the things you'd need to know and can give you advice that's a little more tailored to your part of the US. They'd probably also have information about what to feed to what birds and so on.

They may also be able to help you out with foods more likely to attract species you're interested in and definitely would have information about where to look for them as well.
