Let's see. APS-C vs 1", +1.5EV for DSLR. f/1.8 vs f/3.5, +2EV for RX100. Better sensor technology (at least vs Canon DSLRs and Sony DSLTs), +0.5 EV to RX100. RX100 wins by about 1 EV.
The RX100 may win on the strict terms of "Low light performance is as good as all DSLRs below $2000 (new) with their kit zoom lenses," but for $650, you can buy a DSLR with a kit lens, plus a fast prime.
