To my knowledge, not yet (on Android). It takes a fair amount of processing power to reapply all of the adjustments to the image with each tweak you make. And I don't know that many people would care. For most of us, mobile-phone photography is for taking disposable snapshots.

In the iPhone world, CameraBag 2 might get you there. You'd need to save the adjustments separately, though — I don't think it'll automatically save them for you. Similarly, I think you'd need to reload the image file and the adjustment file separately.
