Can't anyone help me with Seconic L-758 Cine?

I can't set Shutter Speed Priority mode with measuring ambient light, only with flash. Just behind the Shutter Priority is Cine Speed with different types of measuring (FC, LUX) and then again Shutter Priority with flash and that's all. I read the manual twice, didn't help.
