It is not related to processing power. It is related to whether hardware can support it or not. It has to be implemented in hardware so that it is fast enough to be practical to be used. Since this requires certain type of image processing, that certain type seems not to be supported by image processor.

Sony manage to add focus peeking to their older nex-3 and nex-5 via software update.
Even pentax manage to add it in their k-01 and pentax q. Also fuji recently added it into their x100.
Where is the excuse?
Their processor already could support it in hardware it means.

Nonsense, if GH3 can do ART filter during LIVE VIEW, then it can do focus peeking no problem. it's not a matter or hardware, it's a matter of SOFTWARE.
