Just to make it clear what we are dealing with, most of the low votes are not from sandbagging, although some call all low votes sandbagging. Many, maybe most, are from miscreants who have their own misguided reasons for voting with various voting patterns, that may be totally irrational to us. A very common source of low votes are legitimate in that the voter is applying his criteria and opinions consistently. It just happens that his criteria and opinions are out of the mainstream. Some of the voters in this category can be very harsh, they may give 0.5 to any photo that doesn't meet certain criteria and is therefor bad photography.

The hosts pretty much have their hands tied. An entrant that benefits from true sandbagging can often be spotted and eventually dealt with. There is not much that can be done about the others.
