Photoshop Elements can be very easy to use or it can do very advanced edits depending on what you want it to do. The tutorials are not very good. I suggest that you get a book to go with it. I use Elements 10 and I have a copy of, "Teach Yourself Visually Photoshop Elements 10". It's an excellent book. For Elements 5 I had, "Elements 5 for Dummies". It should have been called, "Elements 5 BY Dummies". It was awful.

I've never used it, but I've heard very good things about Picassa if you want a good very basic editing programs. Still, Elements gives you the potential to go on to more advanced editing.
