Well, first of all, I use PSPX5 for most all of my retouching, which I did here.  I first created a new background.  Then I duplicated the image and inserted the new background between the two layers.  Next, I used Topaz Remask to extract the car from the original background and merged the extracted car layer with the new background.  Then, I copied the side of the car from the front bumper end back and placed it on a new layer and flipped it vertically.  Using the Pick tool in free mode (similar to free transform tool in CS6 or Elements), I moved and reshaped the selection until it resembled a reflection of the side of the car.  I also reduced the opacity of this layer so as to look more like a muted reflection.  I then did the same thing for the front of the car on separate layers, moving and transforming the shape to suit my eye and adjusted the opacity of this layer.  Once fully satisfied, I merged all layers.  I also copied and pasted a copy of a chromed front bumper from another image and pasted it into the image, moved and transformed to fit.
