ISO200 is way too low for that sort of shot. Same shot ISO3200 or 6400 would be bright.

For long exposure night shots you want minimum F2.8 and minimum ISO1600, typically 3200 or higher.

35mm F1.4 is handy there as its useable from F1.4.
