OSS is looking to correct slight camera movement/shake. Sometimes, if you're using a tripod and there is absolutely no movement then the camera can still look to make corrections. So, the OSS activates even though the camera is steady and that can result in artifacts. If you turn off the OSS then it can't accidentally activate unnecessarily.
