Cannot access folders/files after reinstall

I have tried changing the permissions but without success.

I have two harddrives each with two partitions. Three of the partitions work without a problem. There are 6 folders on the defective partition. One of these [an original folder on this drive] still can be opened. The other folders appear to be empty though I know that this isn't true [Avast]. One of the folders is is again an original folder on this drive. The other folders are ones that I transfered to the drive [including a Lightroom folder] before I reinstalled XP [not on this drive]. Even using the command prompt I still get access denied. There are also two PDFs on this partition and they won't display correctly.

I could understand if all the folders were denied but this doesn't seem to be the case. This suggests to me that it isn't a permissions issue.
