Camera Choice for beginner $300 - $400 range

Hi! This is my first post, and I need help. I really value good quality photographs. However, my budget is not allowing me to get a DSLR at this time. (Some day I will.) I have a little bit of knowledge when it comes to photography, but it has been a while. I took 2 years of photo classes in high school and a semester in college, but it was all film.

At this point in time I want to get a compact digital camera that has more capabilities than full auto mode point and shoot. It needs to perform well in a variety of outdoor settings (beach, bottom of a canyon, snow, city) as well as some indoor photography. I love shooting macro photos, and want to be able to achieve blurred backgrounds even in non macro mode (portraits etc). Having access to RAW files seems like something I would appreciate. I have never worked with them before, but I am a graphic designer and am comfortable with photoshop. I think I will be able to learn enough about editing RAW to be able to use it to my advantage.

I am looking at the Olympus TG-2 iHS, which I know doesn't do RAW, but I don't know if I need a tough camera like that or not. My main reason for it was my trip I am planning to Hawaii where I want to take some snorkeling pics. However, if I can get a non-waterproof camera with much better specs in the same price range, I might just rent the Canon D10 for the two weeks I am there to get the underwater shots I want.
