Other manufacturers may be using higher grade polarizing material, there are several different grades and suppliers, better quality glass, more accurate parallism between the parts of the variable filter, brass rather then plastic or aluminum mounts which can hold the parts of the filter in better parallism, etc.

It isn't physics, it may be manufacturing quality. That could help explain Phillip Bloom's finding with variable ND filters.
