Sorry I'm so easily distracted from the prime objective - I guess it's the engineer in me - bunch of steel bits with handles and plates and I immediately want to know what it is and what it does.

It's a multi purpose rack.
Used for storing hats, boxes, coats etc, with an adjustable mirror in the centre.
