Yes, they are saying nothing, but that is not the point.

The point:

1. they put a card with 2013 written front of an empty space in a glass case with previous GRD models with cards indicating the year they were released in front of them.

2. the implication arises that a new GRD will be released in 2013

WILL one be? Who knows for sure.  Did they say so explicitly? No.
