Well I tried this. Flash up or down I got the same results. but in M mode the camera wasn't making any changes to aperture Shutter speed or ISO  I did get a slide show because my SS was 1/6 I don;t think I would have expected any other behavior than this

My settings were 1/6 F8, ISO 800

The meter indicated underexposure (maxed out at -2ev)
