If the proposed changes were implemented, then the entries which do not comply with the rules do not even pass the submission point.

If the host then controls the entries' compliance to the challenge theme and purpose, what remains in the challenge is easy to vote upon. Between the submission checkup automatics and host's removal of inappropriate entries (e.g. cats from bird challenges, or nudes from church challenges, etc.), voters would have to vote only upon each entry quality.

Granted, before that happens, those IFs will have to be solved...

By the way, it is better (IMO) to properly vote on 100 entries in one challenge than to cast 10 votes in 10 challenges, although one votes on 100 entries in both cases.

While the whole batch in the former case gets their deserved values, the ten in each of those ten challenges might leave 900 entrants feel offended, frustrated or otherwise unworthy of a vote.

Wonder if they would decide to enter another challenge... Not good.
