On mine:

fn1 - once, brings up the green box (camera in MF mode)

fn1 - AGAIN, brings up the "magnified" view (of what was in the green box)

FOCUS

press shutter halfway -- returns to un-magnified view, albeit with the green focus box back

compose

press shutter fully, takes picture.

To get rid of the green box altogether, I have to press the "OK" button.

Any way you slice it, it's way too hard and too many steps. And there's no reason for it to be that way.

P-L-E-A-S-E!! This is a real frustration for me.

What camera/lens? What firmware version? What menu options related to buttons and/or their "stickiness"? Have you done this with non-electronic lenses as well? Etc.

I'm telling you that I am not stupid; I've done professional photography for a long time; I have tried the steps you outline and they DON'T WORK (the way my OM-D is set up).
The half-press of the shutter does - absolutely nothing!! It requires another press of the fn1/fn2 button to restore the normal viewscreen for composition.
