Which version of the 70-200 f2.8 is an important place to start.  Assuming you're comparing the TC17E-II to TC20E-III, there's not a ton of difference since the TC20E-III has been updated to perform pretty well for a 2x.  If you'd be considering the TC20E-II there is a definite drop off from the 17 there.  But what will make a bigger difference is the lens if you're looking at the latest version of both TCs.  The VR1 is not a real great performer behind TCs longer than the TC14E-II, especially on FX.  If you have the VR2 it should perform pretty well with the TC20E-III and I'd probably just go straight to that converter based on what I've read, the added focal length should allow more downsizing that would make up for any softness, and it gives you more potential to "get the shot" even if it's not the best shot of something real far away.
