RX100 & HX20V/30V Movie Mode

Hi all, first post on dpreview. Although this is my go-to site for camera reviews ever since I had my first cam (Canon Rebel/350d).
Anyhow, I had 2 questions...
1) I wanted to ask, while I currently already have an HX20V, I find that it lacks any form of manual control while shooting movies/in movie mode unlike the RX100 wherein shutter speed/ISO, etc can be controlled all while shooting. Is there really no control over shutter speed/ISO on the HX20V during shooting? Or even BEFORE shooting the movie? I was hoping to be able to set that even at least BEFORE shooting, I apologize if there is and I just haven't found it in the menu, if it is, please help me find it?
2) Aside from that difference, is the picture quality the same for both when taking movies? Given that the RX100 has a larger sensor over the HX20V/30V, does that come into play only when taking pics or also for movies?
