It sounds like an acceptable deal except for the 2 x Portalite 26cm softboxes. I can't really think of any good use for them except for use with a hot-shoe flash for up close and personal head shots, and I mean up close as in less than 52cm from the subject.
If you can afford an upgrade of the L-308 to either the L-358 or the newer L478D I would recommend that.
I know Paul C. Buff lights are more expensive in Australia than the US but you should price a couple of AllienBee B800s with stands and diffusers from them. The quality can't be beaten.
You should also consider starting out with only one light and a reflector. Doing this way will teach you more about lighting than starting out with multiple lights. Buy two umbrellas or softboxes, one about 60cm and the other 120cm to 150cm in size. Use the smaller for head or head and chest shots, the larger for up to standing portraits.
The reflector can be a simple sheet of white foam core board. Crumple some aluminum foil, straighten it back out, and glue it to the board. Light reflected from the aluminum side is more specular than from the white side so is better for men than women.
Changing from using a reflector to using a second light is easy to do when you are ready. You can always add more lights for background and accents when you are ready. Frequently you can use lower powered and lower cost lights for these purposes.
