Nope. Every time you enter Live View or video mode, the shutter has to open (and then close again after you're done). And in video mode, the file number increments every time you start recording, but the shutter doesn't fire and thus the shutter count is not incremented. If you have never used live view and have only taken one video per use of video mode, then your shutter count is the same as your file number. For everyone else...it's not.
