Rightly or wrongly my reasoning is this, by putting the filter as close to the lens it should alleviate all light leaks and any reflections of light bouncing around between the filter and the lens. If I am wrong someone please correct me........

If you're talking about stacking filters, I stack them clearest to darkest. So if I'm using a polarizer and a 3-stop ND, I put the ND closest to the lens and the polarizer in the middle slot. My reasoning is that the clearest filter offers the most opportunity for light to leak in through the sides.
This kind of situation is probably worth a test, though. The order might not make any real-world difference.
