You can use Photoshop/Gimp for masking a part of an image, but if you've never worked with layers it can be quite difficult and for me is like trying to shot a bird with a cannon (not canon!;)
I'd suggest rather using totally free and easy FastStone Image Viewer

Here is the quick manual:
after installing the software go to pull-down menu
1. Edit -> Select -> Rectange Select Mode (or Circular if it fits more)
2. Open an Image
3. Select area to "hide" by holding Ctrl and moving mouse
4. Drag the mouse cursor to the left edge of the screen - a menu appears
5. Select the option "Obscure(Blur)" (several times if neccessery)
6. Right click and Save the image under a new name
7. Done
