Filters not a real issue.. if you're serious

Tokina 16-28mm 2.8. Do a review on it, it's just as sharp as the 16-35, but cheaper.

But it cannot accept filters that defeats one important purpose of WA landscape lens. It's also bulky.

17-40L with a 3-stop ND filter

17-40L is pretty good, sharp in most center areas and not bad in edges if you stop down. It's also pretty light and small. A few more samples here

Not sure I'd agree on the "takes filters" requirement.   Yes, filters are used from time to time in wide angle landscape photography..  However, amongst serious landscape wide/ultrawide shooters, these filters more often than not are GNDs..  for which a filter thread is worthless, and you'd be using a Lee/Cokin type setup anyway.   Polarizers are kinda strange on UWAs, creating uneven blue skies.  NDs work, but again, if you're prepared to use a GND, you're prepared to not have to use a threaded filter anyway.
