Do Nissin and Yongnuo flash guns work in CLS mode?

regarding this second tube;

can it be turned off completely or only down to 1/4 power or when you were talking about fill flash did you mean another function like using the main filsh for auto fill in?

i have never liked the idea of these second tubes for some reason. I would just switch it permently off.
