Photos aren't that much of an issue but video is.  It's not playback that's the problem but rendering.  A lower power video card and you've got hours to kill.  Also, as the other poster mentioned - make sure the vid you're editing is on a separate disk from the system.

The short answer is get the largest card you can.  If you have to skimp on the processor speed - not a big deal.
