It's not just battery consumption, VR, or IS as it's sometimes known as, compensates for movement during exposure by introducing a counter movement. It does this whether there is movement or not and when using the camera locked down to a tripod can actually INTRODUCE movement, or camera shake in some cameras or lenses. Best practice is to disable it if it's not required.
