Question About JPEG Compression

I'm not exactly a beginner, but on this issue I feel like one:

I've read that JPEG compression permanently throws information away. If that is the case, then I don't understand the following:

Let's say I shoot a JPEG and the file size is 5 megs at the highest quality camera setting.

I then go into Photoshop and do nothing, or something very minor, and save it at the highest quality JPEG setting; now it's about 11-15 megs.

Not sure what is going on...Did the original camera JPEG really throw info away permanently? If so, what is happening when I save the file in Photoshop and now it's 11-15 megs?

FYI, I usually shoot raw but sometimes for casual shots I will shoot JPEG, and I'm really curious about the above situation.
