That's correct, if you look at the lens and camera there's a little lever that connects the two that snaps the aperture blades open and shut.  When you mount the lens the camera sets it to wide open and then flips the lever to close down the aperture only when taking a shot or using one of the preview features that shows you the actual aperture you're setting.  On older cameras the "aperture ring" was a stopper that just caused the lever to stop at the setting you chose, on newer cameras the lever is variable and just closes the lens down the amount you pick.  This is why fast lenses generally focus faster because no mater what aperture you decide to use them at, they can focus at their fastest possible aperture.
