The French flag is three equal bands of colour that follow the rule of 3. Well no it is not. The bands are differant sizes because if there were all the same they would look wrong some colours being stronger than others. So you can not put a set square to a photo and line it up in to thirds. Its all about balance and some elements of a photo weigh more than others.
