Here's the short answer. Go to the B&H photo web site and use the site tools to pick a camera by your budget. Not the best way and price should be the last factor.

When you shoot video having good audio is nice and a camera that uses an external mic is optimum.

So, if given a choice and I shoot lots of video and your constraints a dedicated video camera will be the better option. The reason is you need several accessories to get good results with a digital still camera. A dedicated video camera will do it better so far as keeping accessory costs reasonable.

If you want to do editing and have a Mac computer that is great, iMovie is really easy to use.
