It depends a lot on what you are doing with your shots and what you are shooting .

Something like a sitting bird or a birds eating in a park , my 70-200 mk II with the 2X III is fine . Chasing a fast bird across the sky [ like a diving eagle ] is hard for me . A buzzard  , I can get .

Looking at a shot on monitor is different than a printed shot . I crop and don't go / print over 8.5 X 11 and have printed maybe 6 bird shots for ID purposes .

A F 2.8 lens is better than an F 4 just because it focuses faster . For the reach the 100-400 would still be a better choice .
