I don't know if this will actually be the case.  Photoshop seems to be one of those programs that Microsoft uses as a backward compatibility test case for new versions of Windows.  Certainly if Windows ever changed processor architectures (like the Mac did), then a change might be forced at some point, but so far I'm not aware of a version of Windows that ever stopped running old versions of Photoshop.

But, I'd agree with the point that you can't reasonably expect to stay with one version of software forever.  At some point (at least every 4-5 years), you probably have to upgrade.
