I am a big fan of the 24mm PC-E lens and if you can get one then I say go for it.
Yes, a good tripod/head and good technique is recommended but I have been in situations where that is not possible and you can hand hold and get good pictures. You may have to try a few times with altering the shift until it is right but, like all hand held photography, with a steady hand and a fast shutter speed you should be ok.
