I've wondered whether the focal length is before or after any distortion correction myself. Are you sure that the focal length corresponds to the uncorrected view?

The official FL and FoV values are the ones that apply after correction. So the built-in distortion correction doesn't reduce the FoV compared to what you'd expect based on the specs.
