I used to remove the head from the legs and pack both into in my check-in bag. Then, on one trip, I just used the straps on my camera backpack trekker; and secured it to the bag. No problem. Since then, I have carried it onto the plane attached to my camera bag or my backpack bag on, at least, 6 occassions. No one even so much as looks at it. I have done this with both my smaller Manfrotto 3205s with its 496 ball head, and my larger Manfrotto 3021BPRO with its 3030 head (although, on this one, I put the head inside my carry-on luggage). This has always been done on Southwest.
