I supose you are referring to Flash Lock. There is none in P7100.

I supose you are referring to Flash Value lock. There is none in P7100, but you can set up it manually set up it at full power or 1/2, 1/4, 1/8, 1/16, 1/32 and 1/64 of full power also so I think it is possible to cope with that.
