Tamron 17-50/2.8 vs kit lens. Worth the price difference?

Yes the Tamron will report the FL to the camera.

Assuming you own the Tamron would you say the image quality is a big step up from the kit lens?

I don't own the Tamron 17-50.  From what I have read it can need AF fine-tuning occasionally (on the camera body) but gives excellent results.  I do have the Tamron 28-75 f/2.8 which is extremely good.  if the 17-50 is comparable it's definitely a step up from the kit lens and gives two extra stops at the long end.
