Even more perplexing is that during a trip, on 3 frames, the omd DID select higher iso (1600, 1000, 1000) with reasonable shutter speed and resulting fairly nice photos. The rest of them seemed to stuck at 200 or 250 with long exposures.

Hi,
I don't have the omd right now in hand so I cannot try your situation. But I think the Night Portrait needs a flash to work. It helps you to get the environmental light of the background but use a slow synchronized flash to brighten up the portrait in the front. Usually it use a slower shutter speed which allows more environmental light and then flash. So you get a nicely lighted background and the properly lighted portrait. Without the flash, the camera does not know how to do, I guess.
Try with the flash installed.
