Why not use a.) sensor data or b.) meter data to calculate refocusing?

a.) In live liew the movement of the projected image on the sensor can be derived by pattern recognition. Throw focal lenght (via exif) into the calculation and you get the angle. Add distance info and you have all the parameters you need for proper refocusing.

b.) Without live view you can use multiple segment meter data for pattern recognition as it is used already for scene evaluation. Add focal lenght and distance info and you`re done as well.
