Karl, the Mississippi River is the place to look.
Here's what's going on.
The weather here in the Twin Cities is cold, 15 below cold tonight.
As the weather gets cold to the north, the eagles head south looking for open water.
These shots were taken in Redwing Minnesota, but, areas closer to you would be the lock and dams along the river. Although the Army Corps of Engineers isn't keeping the sightings page up very well, on Jan 9th, Lock and Dams 16, 18, and 19 all had more than 100 eagles by them.
A few years back, we used to go to Burlington, and L&D 18. We wouldn't make the 400 mile drive unless there were at least 500 eagles in the area.

I've read that several photographers had their cars broken into, and gear stolen while at Burlington, photographing eagles. Keep all your gear out of sight. Heard some locals respond that it happens every year.
How did your camera do in the extreme cold? I see some of your shots appear close to the observation platform. Do you think a 300 mm would be long enough for some good shots?

When we were going there, we didn't have any problems with break ins.
As for cameras in the cold, I have never had a problem shooting in the cold. The coldest I've been out shooting it was 22 below F. No camera or lens issues at all. I will add that I put a battery grip on all of my cameras, so maybe having that "extra" juice helps out. A lot people will say that their batteries don't last very long in the cold. I was out with a 7D with a grip at 10 below for about 2 hours. I took 1100 pictures, and went home with 50% of a charge left. Thats with the i.s. on a 300 f2.8 running a lot of the time.
As for the 300. You'll probably be able to get some fly byes, maybe some in trees, I don't know, it's hard to say. When we first went there, I had either an XT or a 30D. Both were 8MP cameras. I was using a Canon 400 f5.6 for a lens. So with the greater megapixel counts now days, you should be able to get some shots.
One other thing, if the river is open, somewhat, we used to get shots on the west end of the bridge between Iowa and Illinois. There was a small open area of water that the eagles liked to fish in.
One last thing, in 2009, we were able to arrange to get out onto the dam. The shots from that morning came out great, but even then, I had to crop quite a bit.
I don't know if they with still let people out there, but if they do, that's the place to be in the morning. (sun rises in the east, and you're looking west) Good luck.

It was great to see that many here (Redwing), just downstream of a power plant. (so the water doesn't freeze) Although there were quite a few birds, they weren't that active, and the temps were cold. I took these when is was 10 degrees, but the wind had gusts around 35 mph. Brrrr.
But you can probably do better in Iowa. The times I went down there, the weather was warmer than up here, plus it seems like the birds were much more active.
L&D 18 is a morning shot, L&D 14 (lots of shots come from here) is an afternoon shot.
