5D Mark III flash restricting auto ISO

When the flash is on the auto ISO maxes at ISO 400. I went through the settings and couldn't find anything that would help me to improve the range. I was in the AV mode. I couldn't do it on the TV mode either.

The only way was to go in the manual mode.

Any explanations would be great
