Should be, it just screw it on. You will get some extra magnification at 70mm with a working distance of perhaps 40cm. http://photonius.wikispaces.com/Close-up+%26+Macro
What will go on in the special macro mode is difficult to say. In special macro mode, you working distance is like 3cm from the front of the lens at max magnification (according to the dpreview preview here). Add to that the thickness of the 500D plus some extra magnification, you may end up with like 1-2 cm in front of the glass. Probably not that useful. So, the close-up lens may not give you a good practically useful extra magnification if you use the macro mode.

Whilst you may not be able to use the 500D in conjunction with the maximum macro setting of the lens, it may be the case that at a given magnification the 500D gives you a longer working distance than the lens alone. If that is so, it could be useful, but the 77mm 500D is a very expensive (and quite heavy) add-on for what is probably no more than a small gain.
