I used Photoshop CS-5 for the edit. The water area was selected with the 'color selection' tool, then the levels were adjusted by darkening the dark areas with the left slider, and lightening the light areas with the right slider. That added contrast to the selected area. I then used the 'history brush' to blend in the transition zone.
The sample was not just cropped - it was also 'stretched' so that the horizon could be moved up. The top part of the frame (mostly sky) was selected and scaled to a smaller height. The bottom part of the frame was selected and scaled for more height. (Edit>Transform>Scale) Again, some blending with the history brush was used to finish up.
You're right - the result wasn't in a 2:3 proportion. That was just my clumsiness. It's easy to fix by adjusting 'image size' with 'resample' on and 'constrain proportions' off.
