EF 100-400mm f/4.5-5.6L IS USM lens or EF 70-200mm f/2.8L IS II USM lens with a Extender EF 2x III?

There have been a lot of threads on this issue, and here's my take:

IQ of the 100-400L and 70-200 f/2.8L IS II + Canon 2xTC IIIĀ  about on a par at 400mm

100-400L focuses faster than 70-200L + 2xTC

70-200L has four stops of IS vs 100-400L's two stops.

100-400L is lighter and more compact (when retracted)

100-400L is much less expensive

I have the 100-400L and love it.  And if you didn't already have a 70-200 f/2.8L IS II, I'd recommend the 100-400L.  But since you already have the 70-200, I think you should give the 2xTC a try.  Maybe rent one and give it a try before buying.
